Tata Indicom will cost you around Rs 2500/- for plug2surf + Rs 1099/mth for Unlimited data usage
    Airtel MRP Rs.3,350/- + Rs. 999/mth +Voice Rental Inclusive(Rs 149/mth)
Wil suggest Airtel better support than Tata Indicom

BSNL EVDO has been launched in selected areas. U would need to check with ur local exhange. Its an extention of WLL-CDMA product and follows landline numbering pattern. So roaming is allowed within the SDCA only.
However, if u need to have roaming facilities, then it would be best to go fot TATA or Reliance data card (CDMA based) or IDEA netsetter (GSM - 3G ready)

if you need connection for home usage then better idea is to go for any wimax connection coz it is more stable and reliable thn USB modem stick and wimax can provide you better plans and speed as compared to USB stick.

U will be able to opt for BSNL's WLL service in your village. Or u can go for EVDO service from BSNL, if indeed an EVDO enabled tower is present near your premises.

If anything above suggested by members is not available, then you have to settle with Unlimited GPRS connection
