what is ur net speed limit?

from the pic, i guess u r on 2mbit line. do the following.
use multiple torrents together to gain max total speed. the torrent in pic has only 2 seeds online. that is very poor condition. normally 20 online seeders should give you 100kBps (average).
how did u increase no of max-outgoing connections ??? the proper way is to use softwares like "EvID4226Patch223d-en" to increase the default windows limit ( i set the value to 50 ). then in utorrent settings, set the value to 45-48. a "*" symbol would appear there which indicates that the default value has been changed.

finally dont set any download limit. select the */384KBps option from speed menu. it will set your upload speed to 35kBps and u will enjoy ur full download bandwidth too.
There are many settings values suggested over the net for utorrent settings, i never use or suggest them. The small steps i mentioned lets me enjoy my full bandwidth.

can u please clarify here ur plan details including tariff ???

As leo said its a problem with having low number of seeds/peers.

you can try downloading any popular content(as in having large > 50,100,1000 seeds/peers) and see how much speed you get.

i forgot to mention one thing, if you dont have a connection intended for uploading (high upload speed : unknown in india ), its better to use low upload speed as i said before (35kBps in this case ). because high upload speed can and definitely will affect your download speed. I dont know the reasons but it is a well known fact.

yaar still the number of seeds, peers is quite low.

It works like this, say each user contributes/uploads (just for an example) 5 kBps, then if you have 10 seeds, you will be downloading with a 100 kBps speed.

stop that torrent and try downloading this torrent :
    DOWNLOAD : Scrubs Soundtracks - Seasons 1 - 5 Torrent

then tell us about ur speed, use the torrent for testing purpose only.
and tell me about ur plan details, not only price but also speed limit and data usage limits and free time (if any), i m thinking about moving to airtel too.

u dont have to delete the partial download buddy, just right click on it and stop it. after testing my torrent, again right click on your torrent and continue downloading it.
is this what you meant ?

its all right dude, u are forgetting that u are only using one torrent. if you use four torrents like this one, u will get total max speed (as i said before). one more thing, torrent speed rises over time, and u have used this one for only 10-15 minutes max. if you keep it online for some more time u will find steady growth in speed upto a point. i dont think there is anything wrong with ur connection.
another thing, dont always keep the peer tab open in utorrent. keep the general tab open because the constant peer list update eats some useful bandwidth.

I dont know how to digest that last remark, anyway..... i have used bsnl home500c for quite some time and have downloaded almost every night at a total speed of ~230kBps. I have never seen a single torrent to consume the entire bandwidth. that is why i have to use several torrents together so i can use the total bandwidth. The max speed for one torrent as i have seen , was ~150kBps. You must never forget that in p2p speed doesnt depend upon your bandwidth only, it depends upon the people who are sharing and how much they are sharing per second ( i have seen torrents with 1000 seeders downloading at 23kBps and torrents with 5 seeders downloading at 120kBps) . I am sorry to inform you that there is no way to get what you are asking for.

Torrent speeds depend upon many things:

    a) First and foremost, the torrent port must be open (this is already the case and I won't discuss this anymore here).

    b) Need to have plenty of seeds - having plenty of peers is not good enough. Peers are people who are downloading and uploading the same file at the same time. Seeds are those who have 100% of the file and uploading it.

    c) Even if there are plenty of seeds, those seeds must be uploading at a high rate. For example, if I have 100% of a file and seeding, but I limit my upload speed to 20 kB/s then obviously me being a seed is not good enough.

    d) Note that my total upload speed of 20 kB/s is distributed amongst the others who are trying to download. If there are eight leechers connected to me, the first one may be getting 10 kB/s, the second at 2 kB/s, and so on.

So apart from the first point (a), there is not much you can do apart from hope for the best. Latest downloads will have plenty of seeds. Yesterday, I started the download of OpenSuse Linux 11.1 on BitTorrent. The single torrent itself had over 55 seeds and there was no other torrent downloading. I reached the phenomenal speeds of 240+ kB/s. In one single night session (2 AM to 8 AM), the 4.24 DVD ISO file was downloaded to 96%.

I have seen download speeds of 230+ kB/s and and also experienced low speeds of 40~50 Kb/s.

I have experienced download speeds of 240+ Kbps, and that was not just for once, but lots of time.
