It is not entirely not Airtel's fault. To provide connections, they need to lay down underground cables. For that they have to dig and civil authorities do not give permission to dig - especially the roads. I can't blame the civil authorities also because it has been observed that when the road is dug, it is not resurfaced properly. In US and Europe, underground cables can be owned by any company but the service can be provided by any provider. For instance, AT&T may own the cable but you could opt for service from Verizon. TRAI may make similar laws here soon and then BSNL will have to lease their lines to others (this is akin to the ATM usage bill).
