It is 1:32

Yes
it is 1 and 32 for PPPOE mode
0 and 35 for bridge mode

I have not test creating multiple PVCs, Permanent Virtual Channels. It might be for that. But am sure that we can also create multiple PVC using single combination of VPI and VCI too

My modem supports 8 PVCs (simultaneous and encapsulation independent)
