Usually Dept (BSNL) auctions "dead" modems/routers,
You could have cannibalised parts & reconditioned
most of them.
You may also include an offer to repair the customer's
unit, or offer some rebate for the "dud" unit.

I myself has reconditioned sophisticated WIFI
transmitters/receivers Airborne Wireless equipment
from disposal items of Defence Forces.
Even Amateur Radio Operators (HAM radio )
have purchased confiscated transreceivers from Customs Dept
for a song ! and made them work. ( A "dying" breed like our tigers !!!)
Modular replacement is the trend now , and even Electronic
students in Engineering Colleges rarely use a soldering Iron.
Even if the on/off switch is faulty/not working, users
tend to buy a new unit.
Shipping/courier charges are normally borne by the customer
one way
( In U.S and elsewhere also) even to send electronic stuff under Guarantee period, to the Service Dept of the company.
Or we have to take it to the Service Dept If locally available.
As the seller has given his mobile number, prospective
buyers will check the points raised by you.
Even this forum or myself give no assurance, or take
