Modem can be used on any telephone line.

But broadband connections are sometimes tied to the telephone number, particularly with BSNL. This is known as port binding. This does not allow using the BB connection on other telephone line. This is a safety measure and thus prevents misuse of BB connection if user id and password are known.

If the above is true (as in case with BSNL), you may have to move your broadband connection from old telephone line to new line or opt for a new broadband connection on the new line.

True. Your current ID and password may not work on the new line. Apart from that you can simply plug in the line to modem and use it.

Now you have not mentioned whether the phone line NEW ( say Phone No 2)
    is because
(a)you shifted residence ( number got changed) NO 2.
Broadband connection with Old UserID/PW is possible
provided you applied for the same.
    (b)
second Phone (No2) at SAME location.
You cannot connect to BB with old UserID/PW.
