Google is armed for battle of neutrality and launched a test of speed for downloading videos from Youtube. Many factors affect the speed of the video. Some of them are the Internet provider you're using, the distance from your computer to Google's servers, computers and other devices connected to your network.
Google wants to prevent operators from falling into the temptation to violate the neutrality of the network and slow down access to their ubiquitous services. YouTube announced a tool now so that visitors can check their download speed of the videos and compare them with other users in the same area and same ISP.
It's fairly common for DSL users suffer problems when playing a video spot, because the stream is discharged at a slower speed than the playback. In most cases, this is temporary congestion or Youtube servers, the ISP or peering between them.
