I am having a plan of 1350 ULD(BSNL) and according to this plan there are 250 free calls(MCU) available.So, my question is whether these 250 free calls are of Rs.250 or 250 minutes or what and what's this MCU?

I think the free calls tariff is according to One India plan. Confirm with someone at exchange.
They are Metered call units (MCU), and charged at per unit price valid at the time of billing.
these calls are indicated in your monthly bill and the amount calculated and remission given as they are free call units .
if your meter counts more than 250 units, additional units are of course billed.
Thanks for the info @ mvs sarma but need more clarification i.e on which basis these units are calculated?
if your plan is not combo, like what i have, Home 500(night unlimited),
you pay telephone rental according to some plan. the call charges are according to that plan.
we are back to what meetdilip has stated.
you plan of ULD1350, you are paying rent. as such you can change it to some modern plans, which might give some economy to you.

That I am certain. After free calls, you will be charged according to One India plan (read somewhere).

I have gone through those links but still there is a doubt about those 250 free calls.
Are those 250 free calls per month or the 1st 250 calls won't be charged?

First 250 calls won't be charged. If you exceed the limit, you have to pay.
1 call = 1 pulse
pulse duration
landlines (local/STD) 180 sec
Mobiles (BSNL-Local) 120 sec
Mobile (others) 60 sec
so say you call a STD mobile and talk for 5.30 min. it counts as 6 calls.
free calls calculated on monthly basis. if you have taken new connection then for first month proportionate basis.

@panchabhut are you sure that its calculated on the monthly basis?
Means ? If you means whether your free calls expire on 1st, true. Also first 250 free calls won't be charged. 1 free call is defined as per pulse rate given above.
Me using a general plan for land line and get these pulse rate. I get 75 free calls at this rate (that is why I checked if he published rural pulse rate). If you cross this free call limit you need to pay extra.
