The world "best" is very relative. By "best", I will mean "cheap, reliable, consistent, speedy, unlimited, no FUP" service with "excellent service". Unfortunately, no one is even close to that definition. But by far, BSNL is cheapest with good plans while Airtel is good on service front. I will recommend between the two.

But sometimes we do not have a choice. You may find that Airtel or BSNL may not be available in the area. In any case, my order of preference would be:

1. BSNL
2. Airtel or Reliance
3. Tata
4. Cable Internet provider
5. Any Wimax which has a tower in direct line of sight
