BSNL and MTNL 3G operate on UMTS 2100 band. To know whether your phone is 3G enabled or not, just check whether it supports UMTS 2100 band.
While BSNL and MTNL provides full HSDPA service (upto 3 mbps) many handsets (particularly Nokia) only support 3G (upto 384 kbps).
To support video call the handset must have secondary camera in front.
It is possible to use 3G mobile as wireless modem to access from PC/Laptop by using additional "at" command

According to BSNL, the speeds can be upto 3.6 Mbps. There is no official word from the private operators regarding the 3G services. Most private operators are expected to start their services from September 2010.

At this time, BSNL 3G connectivity is not that reliable. I am experiencing frequent disconnects due to various reasons.

3G is new in the market. The rate will reduce as more people apply for this service. It something we can expect with all new offers. UL 750 was UL 900 @ 256 Kbps. Same is the case here.
