Default wrong speeds on adsl modem & telphone line dead ?

my line got disconnected accidentally by the bsnl people at my end, i requested to them to rectify it and they did with only adsl working, telphone is dead

i checked my default speed in my modem page and found out it got changed to lower speed ,earlier it was 2048 kbp and 500+ for uplink

r these values are lower coz of telephone line being dead ? if my telephone line is back, would i get the 2048 kb downlink back or do i need to mention that the adsl speed is low

i believe that idiot technician didn't connect the line properly ,

how to make these guys do things properly ? i am fed up asking them to do it properly

i uploaded my modem page, you can see how stupid these bsnl people are

Your telephone line is bad. Attenuation very high !
Check for rusting/blackening/corrosion loose joints etc.
Get telephone restored and get clear sound in handset, noise free
    with or without ADSL splitter.
    Then check summary again.
