I'm on the same plan and I'm seeing the same behaviour. For the past couple of weeks, download speeds have been terribly slow (both during night unbilled time and day time). Torrents that used to download at 150+kBps are now at 30kBps. A speed test on SpeedTest.net says 263kbps -- it looks as if even people with 2mbps plans are being given only 256 kbps!

Have people had any luck with reporting such issues to BSNL and having them fixed?

Edit: It also happens that I see very high latencies. For example, a ping to slashdot.org takes 1.5 seconds!

MANY PEOPLE SET UP/DN LIMIT TO 0(UNLIMITED),THATS ALSO CAUSE OF LOW SPEED ,JUST MAKE SURE TO SET UPLOAD LIMIT TO 80% OF UR MAX SPEED AND U WILL SEE DIFFERENCE,AFTER I HOUR LIMIT IT TO 70%,
ALSO IF U SELECT TORRENT WITH MORE PEERS THAN SEEDS ,THIS WILL ALSO SLOW DOWN UR SPEED ,ALWAYS OPT FOR FILE THAT HAS MORE SEEDS........ DONT CHANGE OR EDIT UR REGISTRIES WITH OTHER PARAMETERS ,ALWAYS OPT FOR UPDATES FROM MICROSOFT...USE TCP OPTIMIZER .....HOPE THAT WILL HELP You TO GET 220kbps.......
