Check in WAN page "always ON" or "IdleTime " = 0 entries could be different.

Para two :
Go to "Diagnostics" page IN THE MODEM and check up, when connection is Ok & WHEN CONNECTION FAILS. .

modem settings should work for VISTA.
You are already getting connected,
but problem is intermittent connection.
In TCP/IP properties uncheck IPV6 . ONLY IPV4.
( recommended in some forum/s)

See para two of my previous post.
Open in IE 192.168.1.1 user Id admin password admin or utstar
see the menu on the left.
select the diagnostics page if any .
Check when connected and disconnected.
OR
Report SNR/ATTN/LINEspeed /mod details usually under ADSL menu item.
Presume all phones connected AFTER the ADSL splitter.

Even I had some problems and even I have read that thing but it didn't help much. As you know currently it's IPV4. So I just neglected that IPV6 thing.
