You are probably not having a splitter in your circuit. Splitter must be at the entry point of the home before any telephone instrument. Refer to the Basic Broadband Guide.
This problem often arises if any telephone instrument/cordless is connected in parallel to the existing one before the splitter.
1.One diagram of an ADSL splitter.

2Modem gets DC volts
pulse, when telephone set is lifted, even if connected after splitter.
3.Filters needed only for Telephone. ( low pass filters allows only voice freqs)
4.Remember seeing another diagram, in which a similar
High pass filters ( blocks the low frequency Voice signals)
was added for BB line also. Not sure .will update later.
Para two :
1. please confirm
(a)BB connection is not lost/disconnected ,
if handset NOT lifted. to receive a call ( bell rings)
(b)or lift handset to dial a call.
2.What is the telephone make you are using ?
3. I use Beetel telephone as a parallel phone.
BB connection not lost always.
4. More feedback from users required.
5. Confirm , no other built in filter( Old BSNL BOX)
This can attenuate/reduce BB data signals
