    They do throttle as far as i have seen.
    Yday it took nearly an hour for me to reach a speed of 160 kb/sec(which is the maximum i get these days for p2p) and the the port was forwarded in a few seconds. It was constant at around 100 kb/sec instead of the maximum possible 200 kb/sec.

    I dont know whether bsnl throttles P2P ports or not but I think downloading multiple files from multiple servers takes the total speed to around 200 KBps even in free hours.

    Ok. Now I've gotta agree to that. I used to get 220 to 240 KB/s speed using torrents till a month ago. But for past few days I always see my torrent speeds gets capped at 190 KB/s. Does this happens to anyone else ?

    Is there any solution to it ?

    NB. : I have optimized utorrent as advised .
    TCP/IP.sys patched to 100 connections (100 works best for me)
    Ports are forwarded properly.

    normally the more torrents you download simultaneously.. the better the total speed would be..

    Me too. After much configuration now capped at 205 KB/S (previously 190KB/s , extra 15 KB/s added). When I download from microsoft.com I get speeds of 230~240 KB/s. Only in torrents the speed lag is noticed.

    OK. Problem solved.
    I unistalled utorrent. Removed all saved settings too.
    Restored the TCP/IP.sys connections to 10.
    Installed fresh copy of utorrent.

    All the settings are kept to default (encryption disabled , net max half open = 8 ,max parrallel torrent, max connections,etc, all kept default)
    Now speeds are going above 220 KBps.

    When ever neccessary change the encryption to enabled. My torrent settings probably messed up.

    You can try reinstalling and reconfiguring too.

    kbps=kilo bits per sec
    kBps=kilo byte per sec
    ul750 gives a speed of 256 kbps that is 32-36 kBps.
    torrent clients show speeds in kBps.
    Now tell me, did u mean kbps or kBps?????????????????

    For some reason, since the past four days, all downloads from sites like Rapidshare and Megaupload have gone phut; while earlier the speed used to fluctuate around 200 kbps, now its around 10 to 20 kbps (I'm downloading a book right now from RS: 5.3 MB at 1.2 kbps!)

    i agree they r purposdely throttling speeds for some users

    exactly afrer 2:10 am my speeds goes down to 256 kbps and 235kBs after am

    also the latency rises during night unlimited and decrease later part of the time

    2mb whole day until 2:10 am,poof 256 kbps until then
