    Yes. Most definitely.

Imagine that there is a door. If everyone is trying to use the same door at the same time, there will be clogging.

distance from the exchange also has an effect on the speed

There are a lot of factors.

As panchabhut explained distance from exchange is a factor. So are SNR margin and Line Attenuation. Even two adjecent flats/houses may get different speeds because of the this reason.

My earlier comment (post # 2) was based on the assumption that all other things being equal.

I think mostly line Attenuation is very important for speed. If it's too high (more than 35 db) then user can get low speed, but below 20 db is very good. For me SNR value did not make any difference in speed only if upstream/downstream SNR is low then line get disconnect frequently

If you mentioned 220 - 230 KBps, then it is a very good speed.

    Correctly said
but practically i never faced such thing yesterday in my connection downstream SNR only 5 db upstream 6 db still i get d/l speed 225-245 kbps.
The day before yesterday SNR value was fine Downstream 17 db upstream 12 db but also i get same speed.

SNR makes a difference on connection stability usually , frequent disconnections etc..
