Speed tests are not very reliable as they depend on the server your are connected to as well.
If youve got 4-5 downloads going on at the same time just add up the speeds and thats what your max speed is (provided all those downloads are downloading from different servers not just one).
Damn even I am getting same speeds on my 500C plan. The ping on hns mumbai server is a crazy 400 ms. A week ago, my speed was > 2mbps and ping was like 50 ms.

I doubt it very much that speedtest guys are using a server at Mumbai... it would drill a hole in their pockets if they used a server located in Mumbai... Bandwidth is just too costly here in India and it would not be feasable for anyone to have a speed test server in India.
They might be using a Mumbai server for say 1000gb or so and once its used up they switch that location to somewhere in states or something coz 400ms sounds more like Sanfrancisco or Losangeles not even east coast USA as east coast gives something in the range of 300ms to 350ms.
I might be wrong but can any one explain 400ms ping? its just a cost cutting measure once the bandwidth is exausted and that if they have a server at mumbai atall.
Ok, I somewhat agree with that. Actually, if you open speedtest.net, you can see a mumbai server. Bandwidth and server is provided by honesty net solutions (hns.net.in)
Ping is approx. 200-300 ms on all US servers. Singapore server is giving 150 ms. But this crazy hns mumbai server is giving 400-450 ms and the speed is also kinda slow. These bsnl people rock when it comes to faulty routing. Sigh.
I just tried hns.net.in and its giving me a ping of 60ms from here in Delhi and I tried speedtest.net and opted for mumbai server and it is giving me 134ms ping... it might be Mumbai you never know.

That's great! SO, the culprit is BSNL.
