Mention modem/router model you use.
Confirm , earlier the connection was working normally.
Check you cables for the system.
Can you access modem DIAGNOSTICS PAGE ?
some prob with the line itself..
yes i agree with lovely that it seems to be a problem with line as ADSL lite on modem is flashing so it means your line is loosing sync and the better idea is to check physical connection of broadband setup and try replacing your splitter too, if nothing helps then call ISP for line diagnostics

1.IN TCP/IP properties Advanced WINS select Netbios over TCP/IP default.
2. DNS settings Change both to open DNS 208.67.220. 220 and 208.67.222.222.
If you want the old DNS add them in the next page ( Advanced )
3. Appears you are using VISTA. and using Dialer.
recommended disable IPV6 in TCP/IP properties page. ( I don't have Vista)
Para two; In Modem/router see what is the mod selected. preferable GDMT. for a stable connection.
Para three : ADSL splitter mainly must for Telephone. Even if you connect
Modem router Directly to Telephone Junction no harm normally.

1.Ping should reduce.
Try Application Connection Booster from trafficzapper.com.
use defaults till you get familiar with different values. restart. system.
Or TCP/IP optimizer from speedguide.net.
2. Modem config access : correct page.
3. SNR/ATTN should be available in Device Status or ADSl status page.
Will update later if you cannot get it. SEE under Statistics ADSL
4. Each and every setting change may or may not improve speed/ stability.
We retain the best settings.
5. ( Changing OS Registry values etc :beyond most of us( laymen)
and not usually suggested)
6.Suggestions posted here are not specifically meant for one user,

1.I have already called the bsnl 3 times and nobody has come to check it ...
2. The line looks okay as far as i can tell .. Its up to the bsnl now to check
...
3.The problem is so bad every 2 time i connect i have to reset the modem and setup the connection manually as the blinking doesn't stop for me to dial ( I use Bridging method )
And (dont laugh) does bad weather affect the service ???
If resetting the modem, with a working internet connection is "Aspirin' I agree with you.!dont ask one to go for a surgery when aspirin can do the job yaar ...

Still Attenuation is high. Check the contacts, and use short connections.
If Telephone line is not noisy/crackling sounds etc , nothing else can be done.
