Line speed / data rate
Rated speed./attainable speed
What ever speed is shown, in practice
it cannot exceed the speed provided by your ISP>
Presume your tariff plan speed is upto 2 Mbps

The D/L speed is never constant.

Download a file/security patch from
Microsoft.( not from Automatic updates )
The speed shown ( without
use of Download Manager) can be
taken as reliable.
