are you on ppoe mode or dialer mode(bridged mode)?? open http://192.168.1.1 .. and go to the Status page and post your SNR. It could also be a DNS problem..So try changing DNS Servers to OpenDns . Their ips are 208.67.222.222 and 208.67.220.220

there's your problem.. 5.6 down is very low.. do one thing..turn off your modem.. disconnect all telephones in your house temporarily (just for 2 min)...then turn on your modem again.. now check SNR.. has it increased???
You need to ensure that all your telephones are connected your splitter..

well yes.. in a way, since bsnl dns servers are mostly overloaded.. SNR above 10 is good.. preferrably 13 or 15.. if your SNR isnt improving inspite of disconnecting your telephone.. then you either have a splitter problen or a very bad line.. if its a splitter problem, you would need to purchase another one.. otherwise you got to ask bsnl line man to lay a new line from pole..

I think the problem is with your Line. Make a complain to BSNL reagarding your freequent disconnection.
