i searched for this issue & came up with some info which might be useful.

ProFTPd, Disabling the Passive Mode - Neowin Forums

I wold not use such a large range.. You only need a range large enough to handle the number of concurrent users you might have.. Something like 65000 65050 should be more than enough.
Now forward this range on your router to your ftp server. Done!
it seems like you have to use passive ftp connection settings & range can be chosen depending upon the no. of users you expect to connect to your ftp server.this range must be within the range of passive ports which your ftp server program uses & you then have to forward this range from your router.

also disable SPI/firewall option in router to try.

explain about your network setup.
you have to forward the port 21 for ftp server ip.see your dyndns updater working or not ?.first make sure you are able to ping your domain and check your port 21 status by using online port scanners or use nmap.

port forward done with 21/210/14714/21210 and many more
dyndns updater work and show correct ip (dynamic from ISP).
i can ping to my server.but, not get connected.
it takes me to router login.
have tried scanning from t1shopper, show ports open for
my ip and dyndns registerd name. but, still no access.

thats the problem your modem isnt forwarding the ftp port recheck configuraion delete it and add again save and reboot or anything required follow the procedure.
what you see from your t1shopper is nothing but the modems ftp access.

have done numerous time and set router to factory defaults.
as for t1shopper it showed my PASV port range 30000-30005
and other port which i tried forwarding.
when i shut down serv-u i didn't get any reply for PASV port range.

try with some other ftp software.
