Yes, it is allowed and it is possible. You can get two plans at the same address. But you will require two separate telephone lines.
Please note that you cannot use the two connections at the same time from the same PC. You can use them simultaneously on different machines.
There are hardware devices and lan cards available that can use the two internet connections in such a way that one is primary and the other is the fallback/backup. If one connection is down, the other can take over.

Yes, j4k is right. I opted for 2 plans on my single landline and the service is new to my area so BSNL emplyee tried to make orders for two connection in single line in front of me but It was seen that there is no provision in their system to make order for two connection in a single LAndline connection. It only shows that Broadband is already activated to the subscriber.
