Is this problem is happening temporarily or from few days if permanent then obviously it's BSNL server problem you can contact with BSNL CC another problem is disconnection of line when downloading, first you tell how you connecting broadband (use PPP mode to connect) and also write your SNR value

u r probaly in PPPoe mode, so try using dialup to solve the auto dial thing
then please also post ur like snr values, can be found in ur router/modem page

the time 6-9 pm must be rush hour in your area, or something with the server in ur exchange
ask others if they are facing similar probs

In your internet browser, go to the address:
    http://192.168.1.1/
and type in "admin" (without quotes) as the username and password to access your router/modem page....

you cannt assign them.. you can improve them by ensuring that all your telephones at home are connected after splitter..

As superprash said, SNR Margin and Line Attenuation values cannot be assigned/changed. This is what the actual state of the line.

Also by using a download managers such as IDM or DAP, it is possible to continue/resume from last failed download. But this does not work with rapidshare free accounts.
