No you cannot get two seperate broadband connections over the same phone line. You can share the same connection on two computers without having to pay anything extra.
The only option if you want another connection is to get a new broadband connection and a phone line with no line rental to keep the costs minimal.

If you select two plans with different speeds both
will not add together, assuming you can
connect them some how for same ISP to one computer.
Even with two different ISP's speed will not add up.
If one connection fails , other will work. .
4. Change of plan , normally effected from 1st of the month.
You have to apply , in the exchange only.
Check and confirm tariff plan has been changed ,
by frequent check at Usage portal/s.
Do not assume , and download heavily , ( IF NU plan)
no sooner you have " changed" the plan.
PS: Thinking again, assuming TWO userIDs are given on SAME telephone
line, BSNL may have problem billing usage of both. Will be accounted separately in usage portal. Discuss in person, with Tech staff at exchange.

So i need to visit exchange for change in plan ....
in fact i am planning to shift from 500c plan ... as 1.5 gb is not enough for me.. (other than NU) ..
but as there is no other UL plan with 2MBps ... planning to shift to atleast 500c+ ...for that 1 GB extra at cost of 125 free calls per month ...
I doubt whether the exchange will give you two plans on the same telephone line.
If 1.5GB limit is not enough for you (Home 500 C), you could switch to Home 500 C+ where the limit is 2.5 GB (as you said).
Or you could switch to the higher cost home plans that give more download limit.
