May be a virus or a firewall is preventing uploads. Try uploading a simple small text file on any site, to check whether u can upload. You may also try using a different browser or try disabling your firewall

if may be coz of any firewall on system or it may be coz of your modem router setting or anything like that, can not comment till the time we get proper information about this topic.

Please update your ISP, modem, system details.

from how long you are facing this problem, if it is affecting only one computer or all the computers at home are affected by this problem.

There might be some "dal me kaala" with your Browser. Try installing any other browser like SeaMonkey.. your problem shall be solved.

    Default Use TCP IP Optimiser

I dont know what is your actual problem but the solution for the problem you mentioned on the site is only TCP IP Optimiser. which is useful to set appropriate data packet size for your connections. because I experienced the same problem and solved it using TCP IP Optimiser.

Thumbs down BSNL Broadband is interrupted due to underwater cables

BSNL the main areas affected are 1) File attachments in email applications like gmail, yahoo, rediff, msn ...cannot able to attach the the file to the email.
    2) FTP file transfers are failing due to connection timeout,i.e if we try to upload any file more than 100kb the file doesnt upload and it fluctuates from 0 to 8% or strucks at 12% or sometimes increaes - decreases the uploaded file ration.
    3) Few websites are not opening or very slow.

Without knowing the proper reason, i tried few ways to solve the problem like

    1) Changed MTU from 1492 to 1450 / 1400
    2) Replaced with other D-link Router
    3) Disabled Firewalls and Antivirus
    4) Used TCP Optimizer

But all these above solutions NOT solved the problem.
