Suppose user1 has BB connection. And user2 (at different location) has only landline phone connection. Can user2 use the the user1 BB credentials to connect to the network from his location?

well dont ever try the thing at all.......as its illegal.
& i think most of the BSNL connections are port binded........so u cant connect
This is illegal but possible, if the ISP does not have port binding feature.
This illigel and impossible. It can not be be done (Except unauthorise link with BSNL person). Because the 2nd line is not having ADSL signal. Getting ADSL signal is purely physical process and not by clicking computer buttons. And then come the process of port binding etc etc
wont work in most cases!!
It will not work coz BSNL got this port binding feature which will not allow this apart from that the lines which don't have ADSL enabled those lines can not even get DSL/Link/ADSL light on router/modem
so it is not possible and most important thing
