Well its possible in Kerala circle, dont know whats the situation in Haryana. I have personally seen people submitting applications for removal of port binding. But it is easier said than done.

Boss, port binding is not 100%
i mean not every telephone in exchange is port binded, sometime few number are left, by mistake. and you can make a application for port binding to be done.

This is told to me by Bsnl DE

in wi-fi is sharing is only possible when WEP is diable when it is enable it will ask 64 bit and 128 bit alphananumeric code and the same code u have to enter in ur laptop.
    only then sharing is possible

People who unbind their ports do not go about advertising about it. If they do, then they are prone to get hacked. But BSNL lately has the system by which whomsoever misuses the account, only the trespasser will be charged. This is done mainly to hamper hacking attempts.
