Upload speed of Home 500 plans is up to 512 kbps (64 kBps), Home UL 750+ plan's is 128 kbps (16 kBps) and Home UL 1350+ plan's is 256 kbps (32 kBps).

This is one of the controversial subject of BSNL. BSNL gives varying uploading speeds to its subscribers. For some subscribers 1/8th of their download speed is given and for some 1/4th of their download speeds are given.

I fall in the first category with 256kbps upload but i get 8-16 kBps only

this is the main trick behind the term "UPTO". i think bsnl is expert in this case.

True. Also subscribers are synced with the exchange at different upload speeds. For some its 256kbps and for others it is 512kbps. And the maximum upload speed is determined by this upload speed which is set on the exchange DSLAM
