Angry 30000 bill amt. What to do?

Guys, I applied for change in broadband plan in Dec 2008, for change of plan from Home 250 to Home 500C...
I mentioned in my application that my plan change should take place from January 2009.
On the bsnl portal, I saw my plan was changed from 9th of Jan... It mentioned provisioned and my earlier plan closed. So i started downloading hugely... And I regularly checked the portal and saw that billing in night time was 0! Also on the 14th of Jan I went to Tel Exchange to ask whether my plan was changed, the person there said that my plan had been changed. He didn't mention that it will be changed from next month!

So i continued downloading. But now they have sent a bill of Rs. 30000+... They say that plan change will be effective from Feb Onwards...

What to do? I'll never pay this huge amount...

Another question: If I don't pay the bill, will there be any steps taken from BSNL, what will they do? Do they file any case or send any person to my home?

    Please Reply Urgently!!!

Get in touch with your accounts officer and explain the situation to him. Show him the usage records as listed in the usage portal. Actually u were misinformed, all plan changes will be effective from the succeeding month only.

BSNL will first disconnect the connection, telephone+broadband. Then they might send notices to u.

But i suggest u solve the matter amiably with the accounts officer.

Had the same issue, I installed Windows XP on my father-in-laws PC and he accidentally started the automatic updates. Lead to the PC being updated to SP3 and the bill coming to 12k. Not all because of the SP3 as I had already used up the download limit some time back and there was a youtube usage...
Anyway, getting to the point we went to pillar and post but they didnt budge...we even requested for the usage details which were provided and showed that we downloaded so and so amount....
The Accounts officer told us that unless it can be proved that its a Virus issue we will have to pay...
So we paid and converted to unlimited plan...after that I have never ever advised anyone to take the limited plans..
Anyways in case you dont pay, BSNL is the same as most companies as far as collection goes, and remember for the connection you must have provided a Govt ID and proof, so they can track you...
Pay and move on...let this be a lesson..

The thing is that, I had mentioned in my application that plan be changed from Jan, moreover they themselves told me that my plan was changed. How can I pay 30000? The usage portal is also showing 0usage. So it is also their fault. so y should only I suffer?

Why is the usage portal showing no usage? Actually 0 usage in night time.

Can't I argue on this point?

If u argue with this point, BSNL will revert that they use another private billing portal for billing purposes. So u cant fight with them. Do u have any kind of acknowledgment slip from them stating the plan has been changed? If u have, maybe u can show it to them and escape from the billing

This is one of the reasons i always advise to acknowledge everything from BSNL in writing, because we can use it against them at a later date.

I have heard abt another way of getting away with not paying...havent tried it myself but heard some people have and it works. It is illegal so you try this at your own risk....

You can try and speak to your friendly neighborhood lineman, they usually come around every holiday for some cash handouts. If so, then you have a better chance...

Tell him about the issue and see if he can help, ensure that you make it clear that he will not be doing so from the goodness of his heart and a small token of appreciation can be arranged for his help in sorting out the matter

The person I heard about bribed the line man to show that the line was disconnected. All the relevant documents conveniently disappeared and hence the person could not be billed....

Dunno if this is true...heard it from someone

May i ask certain queries? Wont this method ban the user from accessing BSNL telephone + broadband services for lifetime? If he applies for a new connection, wont the old issue be racked up?

    Yes you can
It amounts to a 'deficiency in service'
But you may have to pay up first and fight it out for a refund.

BSNL has set the new policy that plan changes will be implemented in the succeeding month only. So if u had applied for plan change in Jan, it should be effective from Feb. Do not worry about billing issues.

    Thumbs down

Guys, I talked to everyone in the telephone exchange regarding this...
Nobody knows anything, about billing policies, they just forward to someone else, saying they can help me, what to do people? Isn't it an error of BSNL that they are showing 0 usage. After all I won't ever have downloaded if i saw i was being billed.
So isn't it a case of cheating by bsnl?

You talking about a/c officer? Not one of them knew how to view the usage of a particular a/c... I had to personally guide them through the process...

They would look for 'January' in a Jan-Dec pull down menu BELOW December and on not finding it there would proudly proclaim my usages had still not been updated in their system!!!

I have face the exactly the same thing mate in last Monday my usage is showing
    Chargeable Units(MB) Excluding Night Unlimited
    2627.63 MB
DE internal told this usage may be excluding 2.5 GB of free limitation, i was astonished by his comment it's take half an hour to explain him how usage should calculate in BSNL BB.
is it my duty to explain him ?
Just contact with them regular basis it will work.

Ask them how the bill got generated when they have no usages for your account?

Perhaps you couldn't understand my previous post, the usage records were there, its just that those people instead of Choosing January as the month would try to look for January below December..

I just can't imagine our country's biggest ISP is run by complete mugs, like these! Especially the women at the broadband cell! God, they were some kind of godsent tools to drive me to suicide...
One such woman at the broadband cell took exactly 5 mins to look for 1/1/09 and 31/1/09 in the calendars of the portal to put in to and from fields ...

Oh yes, i got it. Sorry for my oversight earlier..

Back in 2005 when i got the connection i had to argue with a BSNL woman employee about Dataone. According to her BSNL doesnt have any service named Dataone and i was confusing Cellone with Dataone..Seems like things are still in the same plight..

    @ Topic Starter,

BSNL has a in-built thing [Hidden charges], these charges are levied on the customers so that they [BSNl] are on the profit side.
You see i am right now paying 750 - 1500/- every month on WLL internet UL Plan of 250/- [No calls ever made] you use it or not you will have to pay:bored:.

The truth being they will only stick on a thing that you have used no-matter what you say until you prove it, once you prove that your are right their might be some concessions on the bill or some refund, but they are not gonna reduce nor do anything else.

Better talk with your BSNL Circle "D" rather than some officers, or the main Officer of the town.

    Hope it works

i have got same, bill but my condition is more bad than you , i have no prove, but the JTO and the other official assured me that they will change my bill to ul750+ plan, so don't think to disconnect bsnl , because i prefer bsnl for it's lowest broadband tarrif than others, so printout the usage details and give it to to your local exchange JTO or Account officer(TR), if you can realize them that your bill is wrong then they will change it in five minutes.

    Smile Here it comes!

People! Here comes the solution, I talked to some and then with some more, then finally I wrote an application to the Area manager describing everything,
Though the new bill has not yet been prepared yet, but I today saw their documents regarding my application and they are billing me with 500C for Jan 9 to Jan 31 and Home 250 for the rest...

Let's hope the new bill comes b4 my line's cut.

Note: In the mean time my modem went poof , and to my surprise, Within 3days, I have been given a new Modem...
