Yaar please read http://www.indiabroadband.net/bsnl-b...tml#post120966 (How to speed up Braodband connection using DSL router WA3002G4?) carefully. U are on 256kbps UL plan. Hence 256kbps will be 32 kBps. So u are getting the speed for which u are paying.

BSNL doesnt not have a 256 kBps plan aka 2048kbps aka 2mbps UL plan..

The speed of download will not be constant.
For your tariff plan an average 10 to 30 KB/sec is
    possible. (*conditions apply)

Download tweakdun2.2 ( free version ) and monitor
speed, when you surf /download etc.
