Default Same city but different Latency on servers

The other day i was playing Counter strike on steam...
I found one of the players also from Nagpur(I live in Nagpur), living about 3 kms from my house having pings(latency) on some server in range 40-45ms.......

While I get latency in range 80-85ms!!

What could be the reason? Is it the problem with my internal connections(like Phonewires, modem,or splitter) or due to external connections(all connections outside the house)?

It is always related to the external connections, mainly the state of the wiring at your exchange, the number of users who are online at that particular point of time etc.
