Default Dataone not connecting when I switch on modem

For the past few days I am experiencing a strange problem. Every time I switch on my Modem (UTStarcom) the link comes for a flash and then the modem tries to reconnect. This goes on and on unless I switch off.

But once I get connected then there is no problem. The problem is happening only when I switch off the PC and Modem and starts again after a break.

I would like to share a strange solution to the above problem also here, which I noted only accidentally.

The line connection has been done through a Junction box and there are two wires, one blue and the other is whiter (blue and white means only the cover of the wire). If I touch the blue wire, I get a minor shock but strangely just after that the modem gets connected properly.

I have absolutely no idea why it is happening, but I believe there must be some reason to it. I will be very happy if someone please explain the cause of this strange behavior and if possible the solution to it also because BSNL people here are not too helpful as per my experience goes.

...Check your phones are connected AFTER
    ..... the adsl splitter.
Disconnect any phones going directly from telephone junctions.

There is DC about 40 to 60V in
the line when phones are in the cradle.

    Thanks essbebe for your response.

But here the connection is made only from Splitter. From the Junction box the line goes straight to Splitter and then from splitter to Modem and Phone. There is no other connection from the Junction box.

This problem happens even if I disconnect my phone totally from the splitter.

Post ADSL status page showing snr attn line speed
    mod selected etc.
    Check MOD selected is GDMT.
