I am using the same modem and my plan also 500C. I get an average of 92 kB in torrent. As per your statistics the SNR margin is very low and attenuation is high. Try after disabling ADSL2+. I was having problem in ADSL2+. My SNR margin is 32/19.

It also depend upon the distance between your place and the exchange.

    @dolby
    UtstarCom WA3002G4 :router 500C :2 mbps speed

1.Please change settings as shown in link. given.
add Glite and T413. if no connection check adsl2 also.
    Bitswap enabled.

2 Your SNR 6 db is very poor.
Check all connections for rusting corrosion/oxidisation etc.
Connect all phones ONLY from ADSl splitter PHONE port.
    3.
Your line speed will reduce but you
should get a stable connection & increased SNR value.
    Recheck data and confirm.
    4.
For DSL settings ( mod mode selection

the speed depends upon following things.
1.local lead distance from the DSLAM i.e. loop resistance.even distance is low & loop resistance is high due to some reasons(earth, leakage etc.)the speed will be low.
    2. PC configuration.
3.whether PC is not infected with virus etc.

As far as DSLAM is concerned, I am not sure about it. But i am sure that there is no virus in my PC. I am using AVG (fully updated) along with Spyware Terminator and Malwarebytes Antimalware (also fully updated). I have run full scan and found no virus.

BSNL billing is worst, bsnl billing department is like headless chicken herd. Nobody knows how they have billed(i.e they don't have any billing format at all). It's a mess to interact with the accounts executives in bangalore and they have least priority towards customers (as if they are doing charity for customers). if you want to get the correct bill you need to dedicate one full day at the bsnl office and be prepared to run from table to table and person to person.
