since u have posted under BSNL broadband I assume that your service provider is BSNL. So try these links

Also obtain a 14digit portal ID and password as password from your exchange, to log in these usage portal sites.
To know usage U can check usage by sending message from u r modile like
USE STDCODE NUMBER sent to 51050
Eg: USE 02772 248999 send to 51050

Also use this meter ( with timer ) to check usage,
independent of BSNL Usage portal.
Will appear above Taskbar.
Cross check with the readings in BSNL usage Portal
( when it works !)which is FINAL> .
