1.At what badwidth the content supplying server is connected with the internet cloud.If it is at low bandwinth then you will get low download/upload speed.
2.How many users are connected with this server.The server bandwidth will be divided among the connected users.
3.Whether you are downloading/uploading from national or international server.In case of international server you will not get desired bandwidth as internet data (packets) have to travel through so many intermediate nodes upto your PC.
4.And at last it is your PC configuration,Local lead condition,Type of Broadband plan etc.
