Precautions during plan change

    Hi,

BSNL has changed their plan change policy.

    What they say

When you apply for a plan change, it will take effect only from the succeeding month.

    What will happen

May be you applied on 10th of March and normally expect to get the plan changed from April 1st.By this statement, BSNL only means that your plan will not be changed in March. They give you no guarantee that the plan change will effect from 1st.I have experienced it personally. Please check the screen shot for details.

Please think of some kind of personal confirmation.

I applied in Feb, expected to be changed on Mar 1st, instead they changed it on 5th. I talked to the Senior Divisional Engineer (SDE). He told me that not even your application date counts. It is when they feel comfortable.

They consider administrative department to work in Pakistan or something that they have no connection with it when we give the application there. For us both are BSNL but for them it is not. They charged me extra for the usage till 5th even without considering I changed to unlimited plan.

Please try as you say. As someone had in his signature, rely on Miracle. It happens sometimes.

And unfortunately, they will not inform you about these hidden traps. So I thought of sharing the info so that at least others are saved from unexpected payment.
this is basic stuff buddy, all of us know this, but the new subscribers dont,

for newbies : BSNL DOES ALL BILLING AS PER DAY BASIS , SO CALCULATE BEFORE U SPEND UR BANDWIDTH

    Post plan change

You should write in the application that My plan should change on 1st of next month or on the date you want.If they do not do this, take the case with authorities, and beware my plan was changed exactly at 12.00 PM Night.this is important if you r changing from UL plan to limited plan sudden change at 12 P.M.will add to your bill,if you r keeping your computer on in the night.

Once we go through this, we will be able to know. But when we are trying for the first time, we believe that plan will change from 1st. And it can happen too. But the reverse is also possible (my case).

    Default An update

    My new bill

Rs. 2701.00 sounds to be polite one

But call charges are only Rs. 214.

So Rs. 2487 for Internet charges for March and I use UL 750 just to avoid billing issues.

Why this much? modem charges, charged again + Rs. 750 advance for Plan change + Rent for March.

Rs. 750 advance for Plan change new info isn't it.

How I came to know? I made a call to BSNL accounts section. At first he asked my no. which I gave. He assured me to call after a few minutes (need time to check). A happy man waited for 2 and a half hours.

    No calls. No info.

My previous experience made me call him again. At first he refused to pick up the phone. Since I am going to suffer, I tried again and again and again.

He picked the phone and asked as rude as he can What do you want ?:31:

I explained the story again, he was kind enough to tell me that the bill is well in order and when we change to a higher plan one month charge is charged as advance, which will be returned when we surrender the connection. or move to a lower plan.

    From someone I know

I had faced the same issue in December 2008 when I had changed from Home 500 to Unlimited 750. This is what happens :

    (1) 1st Dec 2008 : I apply for a plan change from Home 500 to Unlimited 750,
    (2) 12th Dec 2008 : Portal shows a log which mentions that Unlimited 750 has been "provisioned".
    (3) 12th Dec 2008 : My speeds get reduced from 2 Mbps to 256 kbps. This makes me sure that my plan has been changed.
    (4) 13th Dec 2008 to 31st Dec 2008 : I surf and download to my heart's content thinking that I am now on a Unlimited plan.
    (5) 15th Jan 2009 : I receive the bill for Dec 2008 with an extra usage charge of Rs.224
    (6) 16th Jan 2009 : I visit the AOTR. He tells me that : "your plan change as far as billing is concerned will happen only from the first of the next month". In my case from 1st Jan 09. I told him about the portal showing a plan change from 12th Dec 08. He says that was a "technical change" and that the "billing" change happens from now,i.e. from 1st Jan 09.

So bottomline : Never trust the CC or the portal EVEN IF IT SHOWS A PLAN CHANGE. Always call up the AOTR or the DE Internal (Divisional Engineer) to confirm the plan change.

BSNL like giving surprises. Let me list a few when you apply for a plan change.

    1. For plan change, you need to apply in the previous month.

    2. It does not mean that plan change will happen on 1st of next month.

    3. When you change to a higher plan, you should pay one month's rent as advance.

    4. Double, triple confirm the plan change before you start using it. Do not believe BSNL customer care or portal. Both may lie.

    5. If your plan is not changed from first of a particular month, then you have to pay for both plans for the days you used them.

    In detail,

    1. In April, you would like to change your plan and you start using unlimited as you expect to change your plan. This is not possible as the plan change cannot take effect unless you apply in March. Any plan change should wait for 1st of next month to pass.

    2. You applied for plan change in April, you expect to get the new plan on May 1st. Beware! it may not happen. You give your application in administrative section. They need to pass it to the technical section. Technical section approves it and pass it to Bangalore NIB where the plan change takes effect.

We consider all these department as BSNL. But for them, these are like Pakistan, China and Srilanka. Your plan change will not be effective from the date of your application or from first of next month. The effective date is when the technical section sanctions it. They set an effective date. Which we can check under data.bsnl.in under my orders.

    3. If you change to Unlimited 750, you need to pay Rs. 1500 next month. RS. 750 as advance and Rs. 750 as rent.

    4. According to what they say if you see the word PROVISIONED in my orders "
you can consider your plan change to be effective from the date beside it. Please do not start using even if you see provisioned. Check the speed and confirm you have a plan change. If you have changed to Unlimited plan, then chargeable units should show zero.

Do not confirm with Customer care or local exchange. Senior Divisional Engineer (SDE) will be the right person to answer your queries. Ask for his number when you speak to local exchange or customer care.

    5. If your plan change is from 10th, your previously had Home - 250 and you changed to Unlimited 750. Then till 10th you should pay the charge as per Home 250. If you have exceeded 333 MB (1/3 of 1 GB) then you will have to pay for the extra usage, even if you shifted to an unlimited plan. And for the next 20 days you should pay (750/30 ) X 20 = 500.

All these happened to me when I changed from Home 250 to Unlimited 750. Just wanted to share that others need not suffer these surprises. But BSNL may have more in stock for you. Please share this with your friends who intend a plan change.

I expect a few reps. So please be generous.

Until 5th, you will be charged according to your present plan. That too if your monthly limit is 1GB, 4/30 X1 GB. Apart from that you have to pay. Unless you are so good at negotiating.

i had the home 500 c plan which limits the downloads to 1.5 gb/month...and i might like to know whom should i talk...who is responcible because this whole lot of problem of plan change never described by the authority. and one more thing also when i have taken the 750 ul plan then i have just used it for 25 days as first 5 days charged as my privious plan then are they giving any consession in that..??

    thanks for answering

You need not pay Rs. 750.

If you used for 5 days,

5/30 X1.5 GB is the allowed usage. 1 GB = 1028 MB. It comes around 250 MB. So the bill will be

    25/30 X 750 + Usage above 250 MB (@ 80 paise per MB).

There is a concession of 15 % on extra usage. ie, if you have used 1.5 GB extra for first 1GB, you have to pay at a rate of Rs.0.80/ MB. For next 0.5 GB, you will get 15 % concession. This is from April and still to implement. Please check with your local exchange.

For technical details and clarification, talk to the Senior Divisional Engineer (SDE).

For complaints, you can talk or given a written complaint to Nodal officer or Appellate authority. Address and phone no. on the backside of your bill.

Please note that BSNL will not take responsibility for these errors. We will have to pay the extra amount if you are not good a negotiator.

Till your plan is changed, you will be charged under 500 C. The limit is 1.5 GB
For 4 days, it will be 4/30 X 1.5 GB. 1 GB = 1028 MB. I think you have crossed the limit. Stop using until plan change is confirmed.

For April, you need to pay only Rs. 500. For May, you will get only the broken period.ie, you will not get full 1.5 GB and it will be charged even if you are moving to unlimited.

Try data.bsnl.in, Check the My orders and post the screen shot.

today, on 5th of may i call 1800-424-1600, the bsnl cc told me that my plan has been changed from 1/5/2009. "the effective date for ur plan change is 1/5/2009".
whats that mean? am i now in ul track?

the funny thing is that they dont know that the speed is 256kbps, when i asked them why i am still getting the same upto 2mbps speed, the bsnl cc told me that "the speed is same for all bsnl bb plans, that is minimum 256kbps, but upto 2mbps".
    any idea frnds?

the data.bsnl.in site is super slow and its not opening even. i dont know why
the bsnl bb speed test shows -------
Your current bandwidth reading is: 1.19 Mbps

    speedtest.net shows

so, friends plz tell me what shall i do ?

Speedtest.net is more reliable. Also try a download.com and check the speed.
Please wait till you see provisioned in your website. If you talked to a customer care person, he may not be reliable. Try a technical person.

Try this http://bbservice.bsnl.in/. Also try to download from Microsoft and check the speed. I think you should start a new thread on speed issue.

I`m totally confused with this plan change and the billing thing..
I have a doubt. I applied for plan change from H250 to H500 on april 28. My status showed as open on May1 and future date on May3. It finally got provisioned on May5. And on 5th I download during free period and checked usage it showed 0. But today i did some downloading and checked the usage and it did not showed the usage and skipped usage between 2AM-8AM..Is there any prob as its not showing 0 as usage during free time? Also my plan got provisioned on May5 so how my billing will be done?

I know this is a long post but do help me..

Provisioned means changed. But always speak to a TECHNICAL person in BSNL to confirm it. BSNL do not update the portal on a regular basis. So most of us use a bandwidth meter. Click here to download. Please not this an independent software and works from the moment you install it. To be on safer side, check with the portal regularly and leave a gap of 50 MB.

Since chargeable unit is zero, your plan is changed. Is it only these time slots that the record does not appear. Normally expect a 2-3 days for the reading to appear. Also never trust the portal completely.

thanks for the reply. THere are no records of downloads between 2-8AM but after that its shpwing usage. I have spoken to that guy to whom I gave my application. He checked on his computer and said the plan has been changed. I`m just worried because according to your experience, meetdilip, u were charged Rs224 extra even when u had your plan changed to unlimited & only difference is yours was provisioned on Dec12 and mine on May5.None of ours plan change happened from 1st of the respective month..
Also the net chargeable units(MB) is the final right.?

What he said is he had activated your plan change. I believe he is in administrative section. And technical personnel take no responsibility for their words.

In your case, it seems ok. Still try a download at NON Night Unlimited period and wait for the result to be displayed.

Please mention your intended plan. Try BSNL - Broadband Account Management or http://data.bsnl.in/wps/portal.

Use your 14 digit Portal ID and password to log in. Password is usually password. Under " My orders ", check effective date and Provisioned is the word for plan change.

You can recieve sms and email alerts when you cross your usage limit.

    Question billing

I have been previously using Home-250(annual) till the last month (April). I opted for the plan change and i went to to the BSNL office for the opted plan change(Combo 500C-annual) on 24th April. They told that the new plan will be effective from the 1st of May. As usual, the plan change did not happen from the may1. Believing that the plan would have changed i started downloading during the unlimited hours. The usage was upto approx.600MB till 6th may. From the 7th of may only, the usage was zero during the unlimited hours. Now, if i use upto the usage limit of 1524MB for this month(i.e approx.924 MB from 7 to 31st May), will i get the extra money to be paid for the excess usage of first three days? Can anyone help me...

    Hi dilip,
I am using Home 250 Plan at present and I want to change the plan to Unlimited Plan. At present I am getting around 140 to 200 kbps speed with Home 250 plan. Shall I get the more speed around 1 mbps if I change the plan to unlimited?

    Please provide your suggestions.

    Regards

    @sreperu
    No.
Unlimited plan Home 750speed is 256 Kbps or 32 KB /sec
Higher speeds may be available at a greater cost.
    Check different tariff plans here.

Change to Home 500 or Home 500C or Home500C+
for unlimited d/l during 2AM and 8 AM.

Unlike limited plans, unlimited plans give lower speed.

UL 750 - 256 Kbps or 32 KBps - Unlimited for Rs. 750 per month
UL 1350 - 512 Kbps or 64 KBps - Unlimited for Rs. 1350 per month

I use UL 750, which is quite useful and safe from billing issues. If you are a heavy downloader or intend to download movies and big files, Home 500, 500C or 500C+ will be a better choice. These plans provide the same up to 2 Mbps speed and has a night unlimited download facility.

Before plan change, please go throught these

I changed my plam from "no broadband" to UL750 plan
    applied on 23rd april
    activated on 27th april
next month i got a bill that showed two plans:my existing one +UL750
After some talks with BSNL,they charged me 150Rs for 4 days of usage.
Fact:75% users of this forum don't know the difference b/w bit & byte.:sleep1:

May be your plan change didn't happened on 27 th. They might have scheduled it on 27th and activated on 4th. Hence the charges. Check under My orders (in BSNL portal). Look for the provisioned/effective date.

Default Is there any minimum hire period for a plan change?

If i change the plan for this month, then can I change it again on next month?
Or is there any minimum period (2 month, 3month) that I should keep the plan without changing.

You can change your plan at any time you wish. But your plan change will happen only after 1st of next month. Please note, it does not mean from 1st.

Angry Plan change & slow connection

I have to wait for 2 months b4 my H500 C+ got changed to H750UL. and that too after some harsh words. Now I can't be sure whether it has been changed or not because their damned site "bbservice.bsnl.in" doesn't open..
Incidentally, my download speed adn everything has gone down drastically. Earlier when i was using 500 Combo, the download speed was about 150-180KB but now it's hardly 30KB. My query is: does the speed come down in 750UL+? If so, why and any ways to circumvent it?

The maximum speed for UL 750 + is 32 KBps. I use UL 750 and get a consistent average of 28 KBps. What you are getting is quite OK and it is not possible to increase further.

Try BSNL Portal. Under My orders, check for " provisioned " and "effective date "
