    Bharat Sanchar Nigam Ltd.

Go to Nearest Telephone Exchange and apply.
Ask/opt for a Type IV modem.

I use UL -750. It is unlimited and gives 256 kbps for Rs. 750 per month.
If you are a govt. employee, you can claim for 20% concession. or you can use BSNL rural plan (if you live in a village).

I think you can move your connection to the new place when you move. For full details of available plans, BSNL Tariff & Plans

Being a Hill station ( AMSL above 7000 feet)
a wifi broadband will not be suitable if you are
    not near a tower.

(How far you are from the TATA indicom tower)

Opt for a telephone line based Broadband connection
and use your laptop in wifi mode in your house.
( within a radius of say 30 to 50 feet)
    Para two:
"LINE of Sight" ( free of obstructions)
    is essential for wireless signals
in the frequencies used for BB.

    Compare
1.2DTH TV service with dish antenna .
Your antenna is oriented towards the Sky !

    2.or your cellphone usage.
    Sometimes you don't get the
    connection properly.

    Default gissil

regarding you choice of plan go to dataone(BSNL broadband) site and see the plans available. unlimited plan has speed limitation to 256kb/s. You can choose 500c plan in my view which gives you free rental and some calls free as well as free down load from 2 AM to 8AM. Final choice is yours. Choose type IV modem
