    Angry Combo Plan

A BSNL subscriber has paid advance annual rental (Rs. 1200+Taxes) for one year for his Land Line. After 3 months, he gets BB allotment under 500 Combo plan. Under this plan, no rental is charged with 175 free calls and 1.5 GB up/download. In that case, is he eligible for the refund of advance rental paid for the remaining unused period of 9 months?
To illustrate the calculation goes as follows:
Advance rental paid for the period from 01.01.2009 to 31.12.2009 (One year)
Got BB connection under 500C on 01.04.2009 with out rent plan (after 3 Mths)
Thus unused period on advance rental : 01.04.2009 to 31.12.2009 (9 months)

I do not think that is correct.
BSNL treats Voice and BB as two distinct revenue verticals. Revenue of one can not be adjusted against the other. For a combo plan, the Voice Rental is Zero. So adjustment in voice rental is not possible. Again refund of voice rental is not possible as for the Annual option, it is a clear condition that rent paid would not be refunded back.
If someone had applied for BB along with the initial connection application or had half a mind to take a BB option later, he should never have opted for the annual voice plan to begin with.

I am not sure about the other telecom circles of India. But particularly in my telecom circle all the payment details (from the begining of the connection) are available with BSNL. Thus so far my knowledge concern. His annual discounted voice rental will be converted to non discounted, general voice rental for 3 months and the rest amount will be adjusted to his BB bill.

In this case the customer breaks his promise and as a penalty( in my language) his discount facility will be wived off. That was happend to me also.
