Rs. 12,000 is really too much to ask. Did you spoke with the Chief Accounts Officer and Nodal officer (on the backside of your bill, you will find their address and phone no. Please talk to them. You can claim a refund. Apart from that put a written complaint to these authorities. As per rule, they are bound to give you a written reply if you do so. Which you can use later.
If nothing works, go for consumer forum. As a govt. firm we can hope they will be as negligent in legal proceedings giving you an edge (at least we can hope so). As for being careful, BSNL introduces new things without notice. Even BSNL employees have no clue about those. So we can expect more in this forum.
