You must mention the exact plan name.

If this plan is UL750, then the speed is 256 kbps which traslates to 32 KB/s. You should be getting at least 28 KB/s speed. There are many posts here on the subject. Check this out: SNR Margin and Line Attenuation - What do they mean?

I am just adding a note to your post. as agenthitman_47 said that :

which means that he is using either NIC card or EVDO and I think most provably he is using EVDO as his monthly rental is 550.

Thus @ agenthitman_47 I would like to say that whether you are getting EVDO signal in or not. ( It can ber confirmed from your dialer software.). If you are getting EVDO signal then you are getting slow speed but if you are not getting EVDO signal then yourarea is not covered by EVDO and you will get 10 - 14 Kbps. Which is normal.
