please remember that
1. BSNL uses EVDO.REV.0 where uploading speed has a theoritical limit of 155 kbps. (actual would be even less).
2. BSNL EVDO is based on their WLL Landline platform and roaming is limited to withinb SDCA (city) limits.
3. BSNL EVDO provided shared IP. (shared with multiple other users)

If speed and mobility are the primary concern, Reliance EVDO (Reliance BB+) which uses EVDO.REV.A would be a better option.
If cost is the primary concern, BSNL EVDO would be the first choice.
