Is it recent? Have you tried Tuneup utilties. It has some functions to optimize the speed if any system settings is causing this problem (due to virus or something).
I know you are well aware of ipconfig/all and checked it.

1) These Speedtest results need not be correct.
2) To know your exact download speed, you can download some file (of size more than 10 MB) with a download manager. You can then get to understand what your approximate speed must be.
3) Even this may yield you incorrect results due to some other usual/unusual problems like network congestion.
4) There are many threads here regarding this. You can search and go through them.
What DNS servers are you using?
I get poor speeds with openDNS (only 600 kbps) - very surprising - but torrents was OK. After I switched to BSNL DNS, the speed test result was 1.9 mbps.

I am still getting 1.29Mbps whereas I have to get nearly 2.0Mbps. still I can not understand the problem thoroughly. Is it from my side or from BSNL side???? If it is from my side then I can not complain BSNL and if it is from BSNL side then they will surely do the needful.
I think a word with neighbors or friends in the area will give a picture if it is BSNL fault.
The problem is that. Broadband is new to my area. our tele exchange is only having 150 connection though it has the capacity of 460 connection. I am the only person in my lane, who is having BB connection. and more information is that, about 90% of BB connection from our exchange is under UL750. Only 8 - 10 Home 500 series connection is available in my locality. The only thing I can do is, I can call the BB incharge. n e way Thank you fro your suggestion
