When it comes to BSNL, nothing is certain. Once they updated my 150 MB usage on 1st after 22nd. So I used till it reached 1 GB, my usage limit. When the bill came, I had to pay extra. I had screen shots and all supporting data. With all those information, I complained to the Nodal officer and they told me that there is nothing wrong in that and it was due to maintenance. So always try to leave a bit of data free.

Meetdilip is correct. Never use your full quota. Leave at least 200 KB as a buffer.
