This is the data used to calculate your usage, and thus determine your bill.
For your plan, the download/upload limit (free) per month is 1 GB, and that is 1024 MB.
So, as you have now just used 430.10 MB, you won't be charged (You'll of-course have to pay the monthly charge of Rs 250, or if you have chosen yearly payment, it will be Rs 2500 per year) with any extra amount for Broadband usage.
And it is also always safe to reserve some of your bandwidth for any urgent purpose.
1024 mb is free, beyond that you will be charged, but you used only 430 mb, 600 mb is left , so use that 600mb data, after that you will be charged extra, otherwise 250(broadband)+(phone charge)
BSNL portal does not update on real time basis, if we use today, it will take 2 days to appear as charged units in the portal. Please be careful while you use the download/upload.
Most of us use a bandwidth meter to calculate the usage to know our usage. Click here to download. The values may differ a bit. So leave a gap of 50 MB and counter check with the portal at regular intervals.

It is not always 2 days. It just mostly take 1 0r 2 days. I have seen BSNl update my usage within 3-5 minutes. The story went like this:
1) I switched on my modem, and browsed for about 1 hour and then decided to take a break.
2) I switched off my modem and put my system in Standby and came back with my tea, because I was having it prepared for me, in the dining table. And the total process took less than one minute.
3) I switched my modem on, and decided to check my usage in the portal because it had been some days since I checked it, and......to my surprise, I found my 10 MB usage updated in the site. :w00t:
So, it can rounded off that they recorded and updated my usage just after I switched my modem off.
