I use UL 750. What i get is not more than 32 KBps and avg of 28 KBps. I think you are mentioning a download manager. The speed seems to be that of UL 750. Still it is wise to check.

Go to BSNL Portal or http://bbservice.bsnl.in/, enter your id and password. Under My orders, check the effective date and whether provisioned. Post the screen shots.

A call to local exchange can fix this. Please call them and seek their help. They will have it in their records.

The speed you get is similar to the unlimited plan. Check the backside of your bill. There will be customer care no. Talk to them, ask for your portal id and password.

@flex, all speeds you have mentioned is denoted as "kbs". I hope you mean "kBs".

The torrent client will always display the speed in "kBps" and not "kbps". So if your speed is 28~32 kBps, it means that your speed is 256 kbps and hence most likely you have been shifted to UL750+ plan.

But you should get the portal ID from the exchange and confirm from the portal about your plan status. meetdilip has given links to some very useful threads.
