Limited plan's speeds are capped by purpose to discourage heavy downloading. If there are heavy downloads at a rate of 2 Mbps, most of them movies, those who use internet for genuine reasons will suffer. As there will be a congestion in bandwidth. Say you cannot call (voice/video) your brother in US, check exam results, apply for job, send resumes, download some useful stuff etc. It is BSNL's alternative to FUP.

500 plans are allowed to fully utilize the bandwidth during non peak hours.
NU in unlimited plans will be a good idea at this point and practical. We can expect better speeds only after BSNL consider improving their facilities.
