    See this link.
Error 651 with PPPoE connections in Windows 7 | Windows Reference
    Code:
Again, you are not alone, this seems to be a

known bug in Windows 7 that is being worked at.

However, you can workaround this problem.

The RAS PPPoE driver file “raspppoe.sys” found under

c:windowssystem32drivers folder seems to be the

root cause of the problem. Fortunately, we can

workaround the problem simply by renaming the

original raspppoe.sys file to something like

    “raspppoe_orig.sys” copying a working file from a

Windows Vista system. If you do not have access to a

Windows Vista system. click here to download

    raspppoe.sys file (unzip).

The problem is the file in Window 7. and that is why VISTA version has been suggested.

    In google search :
    type search term ;
    raspppoe.sys windows 7 RC

Check the IP of router in modem. Please post ipconfig/all screen shots after blackening personal details.

    Procedure

    Start > Run > cmd > ipconfig/all

I am using Bsnl Modem WA3002-g1.

I have done what you suggested. However, I cannot understand the last step of entering bsnl servers in the advanced setting. I already see the DNS numbers I had entered as suggested by you there in the DNS setting.

I am only a layman( beginner)
    and not a computer expert.
Some users feel BSNL DNS is better, and that is why
    (218.248.240.79
218.248.240.179 as reported by you NIB new Delhi)
I requested you to store it in "Advanced" in case
you want to switch back deleting the open dns.

Para two: These two web sites for wa3002-g1 may be helpful,
    to set modem settings.
