Default Is this good SNR & low attenuation ?

Hello !
I have BB UL750 plan and Huawei MT841 router. I have two PCs connected to router a laptop through WiFi and a Desktop via LAN. Desktop uses internet for sometime only and laptop and router is 24x7 On. My router gets hanged many times. Also some sites open so slow.I use OpenDNS.Downloading rate is as usual 30kbps so it seems okay. Uploading is also 30 kbps. I have uploaded stats of router on this page please view it

is it a good SNR and low attenuation ? or it needs improvement. I changed all the wire from BSNL box in apartment to the room where the router. Using splitter ADSL provided to router and then phones are powered. Exchange is about 2km away.So the where problem is ? In the line or the router ? Please help me out.

20bB. and below = Outstanding
20dB-30dB. = Excellent
30dB-40dB. = Very Good
40dB-50dB. = Good
50dB-60dB. = Poor and may experience connectivity issues

60dB. and above = Bad and will experience connectivity issues
Line attenuation also affects your speed.
75 dB+: Out of range for broadband
60-75 dB: max speed up to 512kbps
43-60dB: max speed up to 1Mbps
0-42dB: speed up to 2Mbps+
