Default Increasing speed with BSNL IPTV?

I have UL750 Plan as of now, which gives me 32kBps speed. If I take IPTV (which costs only 150 more), will I be able to use that bandwidth for downloads too? Or will it affect my general downloads (like if I am watching IPTV, will the download speeds of my normal downloads will get reduced?)?
I am thinking of getting it, but these are some crucial factors I wanted to be clear on before getting it. Any suggestion and help will be good.

    Thanks.

BSNL IPTV will be provided at a bandwidth of 8Mbps.... The modem connection willl be a parallel line from the telephone line itself... So there wont be any change in speed for internet... The 8Mbps bandwidth will be available only for streaming tv channels...........

IPTV: Name is Internet Protocol Television, but, IPTV is not delivered on the Internet. It is delivered through the local loop. Hence, there is no connection between Internet speeds and IPTV
