Default Erratic latency and Packet loss (bsnl Kolkata)

Anyone else in the Kolkata area getting this ?
    Attenuation Up/Down: 3.5 dB /23.5 dB
    SNR Up/Down: 18.1 dB/28.5 dB

    Lost packets, wildly fluctuating latency.
If there are too many packets i can completely disconnected from the internet. When this happens and I try to dial into bsnl i get the "the remote computer did not respond", or "the remote computer took too long to respond" error.

    I'm running on windows XP.

    Typical ping :

jatinder are you located in the eastern region ? Not sure if reliance is available in Kolkata and/or if it's better than BSNL.
In other news the problems seems to have cleared up for the most part; possibly there was some kinda issue because of the cyclone yesterday.

The problem with Reliance or Airtel is that they are unable to offer services in the all parts of the city/town.

the mode of connectivity reliance uses is very expensive to implement everywhere.
